“In a toughly worded opinion nine days before the election, the 4th U.S. Circuit Court of Appeals on Sunday upheld a federal judge’s order requiring Virginia to restore some 1,600 Virginians purged from the state’s voter rolls,” the Richmond Times Dispatch reports.
